The commission shall be composed of 16 bona fide residents of the city and county
with eight members appointed by the mayor and aldermen and eight members appointed
by the board of commissioners of the county. Its membership shall represent a cross
section of the community's diverse population by race, color, religion, sex, national
origin, age, handicap, economic status and type of employment.
