§ 90-41. Backflow prevention.

  • (a)

    No water service connection to any premises shall be installed or maintained by the city unless the water supply is protected as required by state laws and regulations and this article. Service of water to any premises shall be discontinued by the city should a backflow prevention device required by this article not be installed, or installed as designed, tested and maintained or if it is found that a backflow prevention device has been removed or bypassed. The customer shall be notified in writing that he has 30 days from the date of the communication to correct the condition or defect. At the expiration of the 30-day period the service will be disconnected if corrective action has not been taken. Should it be determined that there could be a possibility of high hazard contaminants entering the city water system, service will be disconnected immediately, without the necessity or requirement of notice to the customer. The city reserves the right for its director, water and sewerage department, to make an inspection of all water facilities on the premises of any water customer.

    (b)

    Each service connection from the water main to any premises on which may occur any hydraulic linkage permanently or temporarily connecting a source of contamination or pollution to such water service shall be protected from backflow from such source to the water main.

    (c)

    The protective device required shall be an approved reduced pressure principle backflow preventer device, or a double check valve assembly, that has been designed, constructed and tested to be operated in accordance with nationally accepted standards.

    (d)

    Backflow preventive devices required under this section shall be approved by the city and shall be installed by and at the expense of the customer. The devices shall be installed in an accessible location and in a manner approved by the city. The customer shall regularly test and service such devices to maintain them in a satisfactory operating condition and shall overhaul or replace such devices if they are found defective.
